FAQs on Productivity Solutions Grant (PSG)

Who is eligible to apply for the PSG Digital Marketing grant?

To qualify for the Productivity Solutions Grant (PSG) in Singapore, your business must:

  • Be registered and operating in Singapore with a valid ACRA business profile.
  • Have a minimum of 30% local shareholding (Singaporean or Permanent Resident).
  • Meet the SME definition: Group annual sales turnover of ≤ S$100 million OR Group employment size of ≤ 200 employees.
  • Ensure the purchased or subscribed solution is used within Singapore.

Can a sole proprietorship or a start-up apply?

Yes. Sole proprietors, partnerships, and start-ups are eligible to apply for PSG support as long as they are ACRA-registered entities in Singapore and meet the SME criteria. Start-ups are often encouraged to apply as the PSG is designed to help businesses adopt digital tools early.

Is the solution required to be used in Singapore?

Yes. One of the key eligibility requirements is that the IT solution, equipment, or digital marketing services funded under PSG must be deployed and used in Singapore. Overseas usage does not qualify for funding support.

What is the step-by-step process for applying for the grant?

The PSG application process is straightforward, but must be followed carefully:

  1. Check eligibility: Ensure your company meets the SME and local shareholding criteria.
  2. Select a pre-approved vendor: Browse the GoBusiness Portal for a list of pre-approved vendors and solutions.
  3. Request a quotation: Contact your chosen vendor (e.g., for SEO, SEM, Social Media Marketing) and obtain an official quotation.
  4. Submit the application via the Business Grants Portal (BGP): Log in with your Corppass and apply under the PSG scheme.
  5. Wait for approval: If successful, you’ll receive a Letter of Offer. Only then can you proceed with payment and project commencement.

How long does the PSG application take to be approved?

On average, the approval process takes 6 weeks, though timelines may vary depending on the completeness of the documents submitted and Enterprise Singapore’s review workload.

Can I start the project or make payment before the grant is approved?

No. This is one of the most common mistakes. You must wait for approval and receive the official Letter of Offer before:

  • Signing the contract with the vendor
  • Making payment or deposits
  • Commencing any work on the project

Failure to comply will result in the application being rejected.

What documents are required for the application?

Typically, the following documents are required:

  1. Contact details, including the main contact person and Letter of Offer addressee
  2. Company’s financial statements for the past 3 years
  3. Proposal and/or official quotation from your vendor
  4. Deployment location details
  5. Business impact information

Enterprise Singapore may also request additional supporting documents as needed.

What is the maximum funding support?

From 1 April 2023 onwards, PSG funding for most solutions is up to 50% of qualifying costs. This applies to digital marketing solutions such as SEO, SEM, and social media marketing. Take note that the funding is only applicable to management fee and not advertising spend.

Is there a cap on the total grant amount I can receive?

Yes. Each business entity has an annual grant cap of S$30,000 across all PSG-supported solutions. This cap is refreshed on 1 April each year and runs until 31 March of the following year.

Can I apply for multiple PSG grants (e.g., Digital Marketing and an HR solution)?

Yes. Companies may submit more than one PSG application based on their business needs. However, support for IT solutions is generally limited to one application per UEN (for selected solutions), while equipment purchases may be supported for multiple locations per UEN. Do note that deployment locations are defined by postal code; different unit numbers sharing the same postal code are treated as the same location. All applications are subject to assessment for business use and reasonableness, and support will not be given for existing solutions or upgraded tiers of software already in use.

Do I have to use a pre-approved vendor?

Yes. The PSG only supports pre-approved vendors listed on the GoBusiness portal. This ensures that the solutions have been vetted and scoped by Enterprise Singapore and IMDA.

Can the digital marketing package/quotation be customised?

No. PSG packages are pre-scoped and fixed. Vendors cannot alter the package to include add-ons or remove components. However, businesses may purchase additional non-PSG services separately, but these will not be covered under the grant.

When and how do I submit the claim for reimbursement?

After the solution has been implemented, you may submit a claim via the Business Grants Portal (BGP). Key steps include:

  1. Ensure the solution is fully deployed and paid for.
  2. Log in to the BGP with your Corppass.
  3. Submit the claim online with the required documents.
  4. Wait for claim processing and disbursement into your business bank account.

What proof do I need to submit for the claim?

You will typically need to provide:

  1. Final vendor invoice
  2. Proof of full payment (e.g., bank transfer records, bank statement)
  3. Signed acceptance of the quotation/contract
  4. Proof of deployment and usage (e.g., screenshots, reports, campaign dashboards)

Processing of claims can take 4–6 weeks depending on the completeness of the documents.
